Abstract

In this study, an application was designed to convey public aspirations for the problems and complaints felt by the community regarding communication and informatics at the Department of Communication and Information Technology of North Sumatra Province. In the analysis and definition of requirements, the process of getting all the necessary requirements from the system built is carried out in order to determine the extent to which the application can achieve the objectives of the application design, then a system design design is carried out that focuses on designing a model of an application. The results of the system design stage will then be implemented in the form of predetermined programming language codes. Finally, a system test will be carried out which aims to test whether the application can work according to the specifications of the desired needs on the background of application design. The research method used in designing this application is the waterfall model method. The purpose of using the waterfall model in designing this application is so that the work process can be carried out in well-structured stages. The results of the problem analysis were obtained from field research in the form of interviews and observations made to staff representatives from the Department of Communication and Informatics of North Sumatra Province
