Use of drugs/narcotics does not differ from the type of use, status or degree. There are several drug cases with the aim of crime. This is a serious problem, but also an unsolvable one because circulation and wake are always in the same place and in the same place. As a result of the Covid-19 outbreak, drugs were found in North Sumatra. Even high demand seems to be rampant during the Covid-19 pandemic. Drug trafficking is more common in big cities, as well as in the city of Medan. Data from the Medan Polrestabes Narcotics Sat Res, locations that have become red lists for narcotics cases include: 1. Medan Petisah; 2. Polonia Field; 3. Medan Sunggal; and 4. Field of Struggle. Counseling and mentoring are examples of service activities carried out to overcome these problems. By using this strategy, the targets and goals to be achieved can be met. As is known, the area of Jalan Mesjid Taufik, Medan Perjuangan District is a base for drug trafficking and drug users, but as of December 2021 there has been a decrease in cases. This is because several programs have been carried out by the Medan Polrestabes Narcotics Unit Residency in collaboration with several institutions on an ongoing basis such as the Drug Hazard Technical Guidance, Mutual Cooperation Activities and Drug Village Bombardment Activities (GKN). The success of the program implemented by the Medan Polrestabes Narcotics Unit is supported by the participation of the community by optimizing the deterrence and resistance of the community. One form of community deterrence and resistance is by providing socialization/counseling regarding the understanding of the dangers of drugs and motivating the community to act by reporting information that is known and not just as spectators. According to what is formulated in community participation, it is regulated in Articles 104 to 106 of Law Number 35 of 2009 concerning Narcotics 108.
